Wanderers:

After defeating all the teams of a particular course, return to it
to find new rivals driving around. These are the Wanderers who do
not belong to a particular team. You must defeat them all in order
to complete Quest Mode successfully.
Unlock London 1
Platform: GameBoy Advance
Defeat all rivals in the Free Spirits and Perfect Form teams
Unlock London 2
Platform: GameBoy Advance
Defeat all rivals in the Global Racers and Poisoned Heart
teams
Unlock Los Angeles 1
Platform: GameBoy Advance
Defeat all rivals in the Knights and Interplanetary teams
Unlock Los Angeles 2

Defeat all rivals in the Sunny Daze and Blades teams
Unlock Tokyo 2
Platform: GameBoy Advance
Defeat all rivals in the Street Sharks and Ace of Clubz
teams.

teams can be found driving around the following courses:
Tokyo 1: Street Sharks, Ace of Clubs.
Tokyo 2: Knights, Interplanetary, Jesters.
Los Angeles 1: Sunny Daze, Blades.
Los Angeles 2: Free Spirits. Perfect Form, Scorpio.
London 1: Global Racers, Poisoned Heart, Dragons.
London 2: Wingz, Roadkill, Burnin Rubba.
